IQD update 
• Please do not call Frank with questions about what other websites are saying
• From Frank’s blue post: “M has bud” = Ministers have the budget; “Baz in Bag” = Barzani in Baghdad; “bud in house” = budget in House; this is Frank’s manner of communicating with his teams, and the short-hand is to get the communication out quickly, and also to guard it
• From My Ladies email, the budget is in the house, and in Frank’s opinion they still need to read it, and may take a couple of weeks to pass the budget, however we have seen oil tankers leave so perhaps they are already operating under the budget but it is not yet visible; in Frank’s opinion, perhaps in the next couple of weeks we will see more of the budget; the MR is moving forward
• In Frank’s opinion, he believes we may see the seated GOI soon
• In Frank’s opinion, there may be a domino effect set off by the budget; many items depend on what is in the budget, and it’s very possible that the budget does not contain the program rate, which would explain why it’s being guarded so closely
• My Ladies did several beautiful compilations on the 9/28 thread that show a progression of the MR
• Frank gave new time study file numbers: 10-1-10-19-20-14; 10/1 is “super hot, brilliant hot” for seeing the GOI emerge and possibly begin to reveal some of the budget through 10/10; if the budget is not revealed by 10/10, we look to 19th – 20th all of 2014; these dates are time frame studies to watch the GOI, budget, laws, MR
• There is news of payments being made, and Rafidain and Rasheed banks are talking; the monetary reform of the IQD is restructuring the banking practices of Iraq; since the budget and MR need to be guarded closely, if the banks are actually speaking, it would lead one to possibly conclude that the GOI is seated and operating, the budget is done and it very well financed; could it be well-financed at the program rate? No; in Frank and his teams’ opinion, the budget is well-financed with oil, and that will likely cause the budget to be revealed
• There is an internet rumor that the rate is in the Gazette – NO, it is not
• It’s possible the Kurds went to Baghdad for an audit of the budget as they are getting set to pay people
• Frank asked that we watch Baghdad; just watch
• Yesterday the USD reached 85.8; the inverse of 85.8 is 1166, making the IQD 1:1 with the USD; it appears things are being manipulated as the USD is not truly at 85.8 in value; perhaps it was a successful test??
• Pay attention to other currencies; post 332 discusses the IDR being undervalued, post 333 discusses CNY to grow; watch for other currency indicators 
• Post 338 by Walkingstick talks about doing the Marshall Plan in Iraq, as was done in Japan, Germany, SA, KW
• ITeam called with an update of M trying to cause problems, he was given the chance to be a VP, and he came out stating that no one wants Abadi to be PM; when some people got stirred up, he went on TV and called for the people to support the gov’t and cease protesting – he created a crisis so that he could come in and make it appear that he solved the problem; this time the people see what he is doing and don’t want to play his game, and so M ran and left town; this may be the last time that M does this, he’s running out of options and may be dealt with; the last time that M did this, Abadi came back from NYC and released 4 generals and released M’s son as a commander, weakening M’s power
• There are bad guys in Iraq that blame the USA for breeding bad guys – something to watch
• The price of oil and gas are being manipulated
• Eagle1’s message is that everything is where we want it to be, in his opinion 
• ITeam statement: we cannot have an RV of the IQD without having an RI first 

My Ladies joined the call at this point
• My Ladies refuted the internet guru claim that a rate appeared in the Gazette today – NO, it did not; the Gazette is a real law library of the judicial arm of the GOI, the real website did not have a rate published; there was a blog calling itself or having gazette in the name, it’s a blog, it’s not official, and has nothing to do with the GOI
• The road from Kirkut to Baghdad is now open, and there are many large trucks carrying rations in and out; it would not be wise to do this if ISIS and Daash were around, so one might infer that they are not a problem
• Salaries are to be paid before Eid, and claim it was financed by a bank loan, however, where did the bank get the liquidity?? My Ladies opinion is that the budget has been worked up since early this year, and they are operating on a “shadow rate” but that cannot go on for too long, and reality must be applied
• There were hundreds of thousands of pilgrims on the roads of Iraq for Mohammed’s birthday; again, if insurgents were a threat, how could they be on the road?
• The Kurds came to Baghdad yesterday, and when we look at the timing, Abadi’s in his first month, and has to wind up the budget, HCL, etc in the next 3 days before the holiday; the ministry of labor is paying 3 months-worth of salaries AND giving an increase in salary; how can this be happening at a program rate?
• There is a trade show in Iraq at the end of October and it was announced that they do not need a broker to to represent them; this suggests that they expect to be international by that time; the name of the show is “Iraqi Baghdad Trade Show and the World”
• My Ladies put a link to the Rasheed Bank on the forum discussing the Qi card, along with salary payment and check cashing through the card – how can it be done without liquidity??
• Frank asked all to be cautious where we get our information, if information is coming from another site, call them and ask them about it – do not call Frank; take all information, even KTFA information to God in prayer
• Frank ended the call with prayer, and Andy lifted the prayer with the shofar horn blast
