This is all I can find on the web when using a broad range of search terms and in none of the information I found was LeGarde's name associated with the information, nor did I find a quote wherein LeGarde associates the "Ballassa Samualson Theory" - Blue, I suspect you picked this up from Stefan Mikarlsson's blogspot page, although I cannot find this exact quote on that page.  Many in this community are aware of Kap's (Katie45's) thoughts on this - While I appreciate Kap's work in researching this, I also think that it is limiting to strictly pursue this one theory. Every country's exchange regime is tailored for them; as Iraq hasn't chosen their's yet, at least as far as we know, because there's no evidence of this at the IMF site, I think it better we wait and see.

 

 

here is the only quote from the one "official" IMF document/article I found :

Reliable sources: Rafie al-Issawi in Baghdad hours after Tareq al-Hashemi as part of a trilogy

Baghdad-Iraq-Presse -17 September: Reliable sources said, dawn on Wednesday, said the former Minister of Finance Rafie al-Issawi arrived in the Iraqi capital Baghdad shortly before the governor of Nineveh province, accompanied by Ethel Nujaifi part of a deal to end a three-submitted files against al-Issawi and other officials.

 

The sources indicated that American diplomats on the one hand and Faleh al-Fayad, a representative of the Iraqi government, on the other hand they were parties to the deal, in addition to the governor of Nineveh Ethel Nujaifi.  

 

 The sources told / Iraq Press / that "al-Issawi arrived on a private jet with Ethel Nujaifi and Sibata at the home of Vice President Osama al-Issawi in preparation for display on the judiciary to end the file against him."

The sources added that "al-Issawi, contact the administrator of a senior executive in the Shiite alliance for the purpose of talking with some of the judges who could appear before them."

 

To that other sources said that "al-Issawi was not up yet, but Baghdad will arrive tomorrow unlike Ethel Nujaifi, who arrived in the last minute."

 

According to sources, "Ethel Nujaifi is waiting for the other end to your profile containing escaping from Mosul and allow for the armed group to control the city and then to the general province of Nineveh and other cities outside last June."
