The CBI board of governors has the final say on the rate change BUT the CBIs biggest customer is the MOF and they must be consulted about any change that will affect the auctions.

It was a "lift the zeros" and there was a lot of discussion . 1000 dinar would become 1 dinar. Needed parlament approval and couldnt get it. Maybe you weren't here then. Yes they needed a new law and budget adjustment.
