Kurdish Peshmerga forces have been fighting Islamist militants at Sulaiman Beg, 80 kilometers east of Tikrit, for the past two days.

 

“Peshmerga and Iraqi forces supported by the US airpower have been pounding Sulaiman Beg for the last 22 hours and according to the information Peshmerga forces gave to me, there has been lots of casualties in the ranks of the IS militants and many have been killed,” said Hussamaddin.  

 

Iraqi and US fighter jets struck IS positions near the town and Peshmerga forces shelled the area with artillery.

 

Iraqi, Kurdish and IS forces have fought hard for the control of Sulaiman Beg, a strategic town on the main highway that connects Baghdad with the north of the country.

Good Morning DB, There have been a few articles out this week referring to the Opening of the Rafidain Bank in London as soon as the PUBLIC Debt is repaid to the UK.  I believe  this is good news because it basically is telling us that the balance sheets on these banks have been adjusted and revalued.  This was a World bank and IMF requirement to move into article VIII.  Also, Paris club and non Paris club debt repayment is an issue, as you can see from the articles.  Evidently, Iraq has not paid the remainder if the Paris Club Debt to the UK.  I am going to share a chat from a very special person to explain the importance of these articles and just how far Iraq has come to be able to even think they could Reopen the Rafidain Bank in London. We are accelerating plans to roll out a new CPI based on more recent household expenditure data, which will help us better monitor underlying inflationary dynamics.

[scooter] The first important step will be to finalize the restructuring of Rafidain and Rasheed banks, based on their completed financial and operational audits. In this regard, the foreign liabilities incurred by Rafidain and Rasheed on behalf of the previous regime and the large suspense accounts will need be removed from these banks’ balance sheets. We aim to complete the restructuring of the balance sheets of Rafidain and Rasheed by June 30, 2010. Once their balance sheets are cleaned up and restructured, based on the decision already made by the Economic Committee, the capital of Rafidain and Rasheed will be raised to ID500 billion and ID400 billion, respectively

[scooter] Because 90% of Iraq’s banking system is being “ReFormatted” to meet International standards once they meet the standards then they can move forward with RV.

The President of the House of Representatives, Dr. Saleem al-Jubouri, on Monday, the Spanish ambassador Jose Maria, was talking about the political situation and the development of relations between the two countries. Mr. Maria congratulations to President al-Jubouri, on the occasion of his accession to the presidency of the Council of Representatives, also congratulated the launch of the new parliamentary session, saying it was an important achievement in a democratic way, which runs when Iraq.

Where indicated the legal service in the uncles that as long as the law reinstating politicians no. (24) of 2005 amended and instructed the serial route for appealing against the decisions of the central committees, so the decisions of the committees and appeals shall be final and enforceable and the stakeholders follow administrative remedies through the committees of the institution under the Act.

Oh No sorry Nadita, This chat was from 2010.  That shows you how long, Iraq has taken to come into compliance.  Een though they have made progress, evidently the Paris Club and Non-Paris club debt is still an issue.  More than likely corruption has played the largest role in Iraq's ability to pay off these debts.

The Economist said the appearance of Mohammed Saleh in an interview for "the range", to "reopen the Rafidain Bank branch in London is an important step for trade and economic integration with international financial markets which represent the United Kingdom in the world's largest" status.

 

"The events following the invasion of Kuwait by the former regime has cost Iraq a lot, including the closure of Rafidain Bank in London for a resolutions freeze all stock including balances and public companies which prompted creditors legal proceedings to demand their money back."

He noted that "there is an urgent need to provide the correct foundations in the process of opening bank branches by setting the talent and expertise of those qualities English language fluently and follow international standards, including transparency and the application of general accounting systems and global banking rules".

Nadita, yes for sure the Paris Club debt was reduced by approximately 80% and the non-Paris Club debt is still under negotiations.  The debt owed to the UK would more than likely fall under Paris Club Debt, the remainder of the 20% owed by Iraq to the UK.  This debt was to be paid off by July 2014.  

 

 The Paris Club Secretariat established a “capacity of payment” based on the IMF macro framework 

 The Secretariat computed the amounts available for the payment of external creditors once the multilateral institutions are fully 
paid on contractual maturities (multilateral institutions are paid in priority) 
The Secretariat proposed a treatment of arrears as of July 1, 2011 and of maturities falling due over the period July 2011-July 2014

Sorry to keep asking you questions but.. if the debt should be paid by July 2014 and now we are in September and they are opening the bank again in London.. my guess would be : a) they have paid off their obligation to London to get a clear runway to land, if they have paid the debt.. what did they pay them with.. oil credits or dinar, B) they have reached an agreement to extend the payment for a little longer, c.) they paid UK with dinar with promise of rv and even though their debt was discounted by 8% but after rv UK will still get most of their money back.  That's just how my simple mind works :)  need to learn from you more in this area :)

Good questions Nadita,  I don't believe they have paid this debt because the articles which have come out over the past few days elude to this fact. As far as how much debt they owe in Paris club debt is hard to find.  The CBI has not updated their site on Paris Club debt since 2012.  One of the last articles I could find referring to this debt is from March of this year.

Both sides guilty of atrocities in Iraq fight: U.N. debate

GENEVA (Reuters) – Islamist fighters have carried out atrocities on “an unimaginable scale” in months of fighting with Iraqi forces who have also killed detainees and shelled civilian areas, a U.N. official said in an emergency debate on the conflict on Monday.

Iraq’s human rights minister, Mohammed Shia’ Al Sudani, told the session that Islamic State militants, “oozing with barbarity”, threatened his country and the world, but did not immediately respond to allegations against state troops.

Islamic State has grabbed large areas of Iraq and neighboring Syria, declaring a cross-border caliphate and driving hundreds of thousands from their homes. At least 1,420 people were killed in Iraq in August alone, U.N. figures showed on Monday.

The one-day session, called by Iraq with the support of allies including the United States, is expected to agree to Baghdad’s request to send a team of U.N. experts to investigate crimes committed in the conflict.

There is “strong evidence” Islamic State and allied groups have carried out targeted killings, forced conversions, sexual abuse and torture in Iraq, U.N. Deputy High Commissioner for Human Rights Flavia Pansieri said, opening the debate in Geneva.

“The reports we have received reveal acts of inhumanity on an unimaginable scale,” she told the U.N. Human Rights Council, on its first meeting about the latest surge in violence. She later told Reuters she was referring to Islamic State.

Iraqi government forces and police had also committed acts that may amount to war crimes, Pansieri said.

“Systematic and intentional attacks on civilians may constitute war crimes and crimes against humanity. Individuals, including commanders, are responsible for these acts,” Pansieri said, referring to crimes committed by both sides.

 

“BURNED ALIVE, BEHEADED”

Pansieri said she was particularly worried about the persecution of Christians, Yazidis, Shia, Turkmen and other ethnic groups by Islamic State forces that have swept through western and northern Iraq.

“These communities have lived side by side, on the same soil, for centuries and in some cases for millennia,” she added. Such “ethnic and religious cleansing” may amount to crimes against humanity, Pansieri added.

Iraqi police have also executed detainees in Tal Afar and government-allied militias opened fire on a mosque in Khanaqin district northeast of Baghdad killing 73 men and boys, she said.

Iraqi soldiers have shelled towns and carried out air strikes near Kirkuk, Falluja, and Salahuddin, killing and injuring many dozens of civilians, she added.

Iraq’s human rights minister Mohammed Shia’ Al Sudani told the session Islamic State was threatening the makeup of his country.

“The land of ancient Babylon is subjected to threats starting to its very independence, they are attempting to change its demographic and cultural composition,” he said in Arabic.

Islamic State was not just a problem for his country, he added. “It is a trans-national phenomenon that poses an imminent danger to all countries of the world, it defies all human rights principles and international law.”

The U.S. ambassador to the rights forum, Keith Harper, urged Iraq’s Prime Minister designate Haider al-Abadi to set up a multi-ethnic government that would investigate all allegations against government forces and “terrorist groups”.

“The stories that have emerged from ISIL’s (Islamic State’s) bloody assault on Iraq are the ones of nightmares. Christians and others have been driven from their homes with the threat of ‘convert or die’,” Harper said.

“The Yazidis have been buried alive, beheaded or killed in mass executions,” he said.

Western and Gulf countries denounced Islamic State abuses. “This organization has nothing to do with Islam, even if they carry the name,” said Kuwait’s ambassador Jamal Al-Ghunaim.

But Russia and its ally Syria blamed Western and Arab states for allowing the Sunni extremists to thrive in the region.

Russia had supplied arms to counter Islamic State, including Sukhoi 25 strike aircraft, Moscow’s ambassador Alexey Borodavkin said.

“ISIL acquired a huge potential: it now controls colossal financial resources that it has seized, is pursuing illegal oil trade and has a considerable arsenal of modern weaponry. All this could have been avoided if the international community had taken measures at the time to remove this cancer at an early stage of its formation,” he said.

1 September 2014 – United Nations officials today urged an immediate end to the acts of violence and abuses committed against civilians in Iraq, particularly against children and people from various ethnic and religious communities, as the Human Rights Council met to discuss the ongoing crisis.

 

 

 

“The reports we have received reveal acts of inhumanity on an unimaginable scale,” Flavia Pansieri, the Deputy High Commissioner for Human Rights, said in her opening remarks to the UN Human Rights Council's special session on Iraq.

 

 

 

During the session, the Council adopted a resolution requesting the Office of the High Commissioner for Human Rights (OHCHR) to urgently dispatch a mission to Iraq to investigate alleged violations and abuses committed by the so-called Islamic State in Iraq and the Levant (ISIL) and associated groups.

 

 

 

It also condemned “in the strongest possible terms” systematic violations and abuses of human rights and violations of international humanitarian law resulting from the terrorist acts committed by ISIL and associated groups “which may amount to war crimes and crimes against humanity…”

 

 

 

The 47-member body, based in Geneva, also strongly condemned in particular all violence against persons based on their religious or ethnic affiliation, as well as violence against women and children.

 

 

 

In her briefing, Ms. Pansieri said that the OHCHR team in Iraq continues to gather strong evidence that serious violations of international human rights and humanitarian law have been committed in areas under the control of ISIL and associated groups.

 

 

 

This includes targeted killings, forced conversions, abductions, slavery, sexual and physical abuse and torture, and the besieging of entire communities on the basis of ethnic, religious or sectarian affiliation. Mosques, shrines, churches, and other religious sites and places of cultural significance have also been deliberately destroyed, she reported.

 

 

 

“The effect of the ongoing conflict on the children of Iraq has been catastrophic,” said Ms. Pansieri, noting that many have become direct victims of the conflict, while others have been subjected to physical and sexual abuse, whose scars may remain with them throughout their lives.

 

 

 

“Children belonging to ethnic and religious communities targeted by ISIL have endured particularly extensive violations of their rights,” she added.

 

 

 

Christian, Yezidi, Turkmen, Shabak, Kaka'e, Sabaeans and Shi'a communities have been targeted through “particularly brutal persecution,” as ISIL has ruthlessly carried out what she said may amount to ethnic and religious cleansing in areas under its control.

 

 

 

“The full extent of casualties is difficult to determine. Many have been killed directly; others have been besieged and deprived of food, water or medication,” she stated.

 

 

 

Ms. Pansieri also voiced concern at the situation of civilians who remain in areas under ISIL control, particularly in cities such as Fallujah, Ramadi, Tikrit, Tal Afar and Mosul.

 

 

 

“Their living conditions are intolerable. Medical facilities lack medicine and basic supplies, and health sector employees have not received a salary for months. Reports indicate a near-total breakdown in rule of law and an increase in criminality in Mosul and other cities. This insecurity compounds the difficulty for the civilian populations to access essential services.”

 

 

 

OHCHR has also received reports that in recent months the Iraqi Security Forces (ISF) and anti-ISIL armed groups have perpetrated violations of human rights and humanitarian law that may amount to war crimes, the official noted.

 

 

 

“I am profoundly concerned at the grave impact the current conflict is having on civilians, including children and people from Iraq's ancient and diverse ethnic and religious communities. Systematic and intentional attacks on civilians may constitute war crimes and crimes against humanity. Individuals, including commanders are responsible for these acts.”

 

 

 

Leila Zerrougui, the Secretary-General's Special Representative for Children and Armed Conflict, told the Council that the most reported violation by ISIL was the killing and maiming of children: 693 child casualties have been reported since the beginning of the year.

 

 

 

There are also reports – both verified and as-yet unverified – of children, especially young boys, being executed by armed opposition groups, including ISIL; of schools and hospitals being destroyed; and of young girls from minority groups being abducted for the purposes of sexual violence and forced marriage.

 

 

 

“The images that we see through media reporting of indiscriminate and brutal killings of civilians, including children is deplorable,” she stated.

 

 

 

“While violations against children have sadly been a consequence of the instability in Iraq over the years, the impact of the armed violence on children has reached unprecedented levels during the current crisis.”

 

 

 

Of grave concern, she noted, are the continued reports on child recruitment and use. Children continue to be recruited by armed opposition groups, including ISIL and affiliated entities, and used as informants; for patrolling and for manning checkpoints, and in some cases as suicide bombers.

 

 

 

Also briefing the Council was Chaloka Beyani, the Chairperson of the Coordination Committee of Special Procedures and Special Rapporteur, who noted that an estimated 1.5 million Iraqis had been internally displaced to date and over the past weeks over 250,000 members of religious groups had been forced to flee their homes. The international community must be prepared for a rapid escalation in the humanitarian crisis as the conflict continues, he added.

 

 

 

Mr. Beyani stated that the Coordination Committee of the Special Procedures joined their voices to those who stressed that atrocities by ISIL currently ongoing in Iraq appear to amount to war crimes and crimes against humanity and reveal a risk of genocide.

I feel like watching soap opera and the plot gets thicker and thicker lol.. I don't think we will know the whole truth about Iraq and what's going on there.  But I can only wonder and wander in the dinar land to read in between the lines and drawing my conclusion of what's happening there.. it seems they are also a master of maneuver when things don't go their ways :)  only time will tell the outcome of our journey.  I feel like no matter what they want to conceal, the train is going fast to the end.. we just have to wait for the impact :)  reading all news, it seems like all heading to one direction for rv but who knows what would be thrown to derail or halt the move.  If we say it's close, always something comes up.. if we think far, suddenly it approaches quick lol

This includes targeted killings, forced conversions, abductions, slavery, sexual and physical abuse and torture, and the besieging of entire communities on the basis of ethnic, religious or sectarian affiliation. Mosques, shrines, churches, and other religious sites and places of cultural significance have also been deliberately destroyed, she reported.

 

 

 

“The effect of the ongoing conflict on the children of Iraq has been catastrophic,” said Ms. Pansieri, noting that many have become direct victims of the conflict, while others have been subjected to physical and sexual abuse, whose scars may remain with them throughout their lives.

 

 

 

“Children belonging to ethnic and religious communities targeted by ISIL have endured particularly extensive violations of their rights,” she added.

 

 

 

Christian, Yezidi, Turkmen, Shabak, Kaka'e, Sabaeans and Shi'a communities have been targeted through “particularly brutal persecution,” as ISIL has ruthlessly carried out what she said may amount to ethnic and religious cleansing in areas under its control.

 

 

 

“The full extent of casualties is difficult to determine. Many have been killed directly; others have been besieged and deprived of food, water or medication,” she stated.

 

 

 

Ms. Pansieri also voiced concern at the situation of civilians who remain in areas under ISIL control, particularly in cities such as Fallujah, Ramadi, Tikrit, Tal Afar and Mosul.

 

 

 

“Their living conditions are intolerable. Medical facilities lack medicine and basic supplies, and health sector employees have not received a salary for months. Reports indicate a near-total breakdown in rule of law and an increase in criminality in Mosul and other cities. This insecurity compounds the difficulty for the civilian populations to access essential services.”

 

 

 

OHCHR has also received reports that in recent months the Iraqi Security Forces (ISF) and anti-ISIL armed groups have perpetrated violations of human rights and humanitarian law that may amount to war crimes, the official noted.

 

 

 

“I am profoundly concerned at the grave impact the current conflict is having on civilians, including children and people from Iraq's ancient and diverse ethnic and religious communities. Systematic and intentional attacks on civilians may constitute war crimes and crimes against humanity. Individuals, including commanders are responsible for these acts.”

 

 

 

Leila Zerrougui, the Secretary-General's Special Representative for Children and Armed Conflict, told the Council that the most reported violation by ISIL was the killing and maiming of children: 693 child casualties have been reported since the beginning of the year.

 

 

 

There are also reports – both verified and as-yet unverified – of children, especially young boys, being executed by armed opposition groups, including ISIL; of schools and hospitals being destroyed; and of young girls from minority groups being abducted for the purposes of sexual violence and forced marriage.

 

 

 

“The images that we see through media reporting of indiscriminate and brutal killings of civilians, including children is deplorable,” she stated.

 

 

 

“While violations against children have sadly been a consequence of the instability in Iraq over the years, the impact of the armed violence on children has reached unprecedented levels during the current crisis.”

 

 

 

Of grave concern, she noted, are the continued reports on child recruitment and use. Children continue to be recruited by armed opposition groups, including ISIL and affiliated entities, and used as informants; for patrolling and for manning checkpoints, and in some cases as suicide bombers.

 

 

 

Also briefing the Council was Chaloka Beyani, the Chairperson of the Coordination Committee of Special Procedures and Special Rapporteur, who noted that an estimated 1.5 million Iraqis had been internally displaced to date and over the past weeks over 250,000 members of religious groups had been forced to flee their homes. The international community must be prepared for a rapid escalation in the humanitarian crisis as the conflict continues, he added.

 

 

 

Mr. Beyani stated that the Coordination Committee of the Special Procedures joined their voices to those who stressed that atrocities by ISIL currently ongoing in Iraq appear to amount to war crimes and crimes against humanity and reveal a risk of genocide.

People, ever wonder why the world's super powers have gone to such extremes to create

within Iraq the most sophisticated banking system on earth? If money is power, then absolute

power can only be achieved through absolute control of all money. However, the scenario

to achieve such power would out of necessity be so multi faceted and complex as to

baffle the strongest of mind's. Indeed I don't think it would be a stretch to claim some

sort of spiritual guidance to achieve such power. Still it's without a doubt that to exercise

world power one MUST first control world currency. And in order to do that one MUST

create the most sophisticated banking system on earth. So integrated into every aspect

of society as to essentially force everyone into the system. Once you've achieved that

level of control, your power would be immaculate and total. World dominance would be well

within your grasp. To complete your absolute power you need to control the world's food supply.

Enter Monsanto, General Mills and Cargill.

Once you control the money and the food supply the only thing left is, "faith".

Indisputably the strongest force known to man, to achieve absolute power and total control

One MUST control people's faith. By comparison the issue of controlling the world's currency was

the simple task. And to be honest, the intricacies of how to create a one world religion

would require far more time than is allowed here. Suffice it to say one word,

"CHRISLAM". A uniting of Islam and Christianity, don't believe it? Google it. So how do you

bring the two most diametrically opposed religions under one roof? Create a spiritual

monster so hideous, so grotesque, so belligerent in it's shedding of blood as to create a unity

among all faiths in there desire to eliminate the monster and prevent it ever from

returning.
