Tlar:  rissas dad, I take a stab at this one.  The country is in deep do do with a non functioning government under assault from ISIS and no budget to even pay their bills. 

Projects are at a standstill and will remain so until they get a budget and the problems of ISIS will not even begun to be fixed until they get a functioning government everybody can stand behind and support

Jubouri is an Iraqi patriot with a sense of responsibility and he is trying his best to solve these two problems, getting a government and a budget as quickly as humanly possible. 

There are many insulated fat cat politicians who really don't give a XXXX about the people who are self serving and don't really care how long it takes to fix anything, sitting in parliament that he is prodding along as fast as he can. 

The SOL and Maliki are the primest of examples of people who are only there for self interest and would love to stall the fix as long as possible.

 Control to them is more important than the welfare of their country.  That's why they must go. 

It is the same Shiite they have done for eight years.  Short of shooting these kinds of people Jubouri has to follow the rules but he is expediting it as fast as possible. 

 Revbo and countrygal (sorry Revbo for putting you in the same sentence) both made my point of why the presidency is more important and to get done now as the rallying point for the fix and what I believe will also initiate the RV along with the budget being fixed and passed.  tlar

-No arms or security permitted inside chambers.

-Any MP not in attendance will be fined 6 months pay.

-No conversing between MPs of other blocs.

-All doors will be locked from the outside.  Breaks will be to a set schedule and no one will be allowed to leave the premises.  These doors will be locked as well.

-Finally, all shoes must be removed before entering chambers.  Fluffy house shoes will be provided to all MPs.

-Pacifiers will be mandatory for all State of Law MPs.

Mally:  Yesterday I stopped and bought shaving razor blades and a frozen pizza on the way home.  Went throught the self checkout lane at the grocery store.  I put a 20 in the machine and couldnt figure out for the life of me why the machine wasnt giving me my change and letting me leave.  After waiting and trying everything I had to go get help with a long line waiting for my machine. 

The lady pointed out I owed 5 more dollars.  I told her no my bill is 5 dollars and I put a 20 in.  I forgot the razor blades were in the bag and my bill was 25.08 not 5.08.  I think this ride is killing all our brain cells.:P

Heck, even getting hourly updates from the news on parliament's schedule change seems quite unusual.  Cool to see delays in hours and not weeks.

BeastMaster:   Why does it matter if SOL is the biggest bloc? So what, they put up M and then he is votes out. Not what we want because it will drag out but it still solves the problem, correct?

Tlar:   The courts just stated the obvious but it has no bearing on the outcome of the process.  It also is the reason this has been so confusing. 

The leadership of the SOL has hung with Maliki knowing he can't put a government together which is not logical.  They are only hanging to stall the process. 

They know he will be gone but for some reason they have stuck with him anyway.  

This is because the leadership of the SOL is a bunch of scumbag thieves themselves and they don't have a backup plan that can guarranty their safety so they are clinging to their only lifeline.

 These so called leaders of the SOL don't give one iota about Iraq.  They have been stealing from "the people" since 2006 and now they don't know what to do. 

Shabibi when he was exiled in Jordan got copies from the Jordanian central bank of the billions that the SOL leadership had stolen from Iraq and been depositing in private accounts Jordan. 

Qatar stopped allowing "officials" from the Iraqi government to set up private banki accounts two years ago because they realized that these were stolen funds.  So the leadership is in catch 22. 

They have to stall or stop this process because when the new government is finally put together, they will be arrested as the crooks that they are. 

They may have the largest numbers in their party but their party will not be there when it counts.  Most of their membership no longer supports or respects these self serving thieves. They have stolen billions over the eight years running the Ministries that Maliki had hand picked for them. 

They tried desparately to steal the election.  They will be arrested and prosecuted when this is over.

 Jubouri has shown that he is taking no chances on the election for the presidency and by delaying it 24 hours and demanding the Kurds come with one guy, he is insuring a win for the Kurds and not an accidental win for the SOL because it of confusion with some many nominees from Kurdistan potentially splitting the secret ballot and allowing the SOL their accidental win.   tlar

Aaanth:   RDiddy,  the last time i checked the annual budget for iraq was somewhere around 144 trillion dinar.  of course there is no way that they can AFFORD that high of a number.

 This amount includes all the govermental issues of running the country, but, it also includes all of the social programs for the people of iraq, such as new power plants for continuous electricity, the building of a million (supposedly) homes, new education opportunity and of course, sharing of the countries oil revenue profits. 

Each person in iraq is entitled to a monthly amount of dinar based on the countries profit. 

This, of course, would make iraqi's some what affluent and allow them to have things like homes, cars, televisions and all the freedom to have a life of the pursuit of happiness.

Up until now maliki has taken all of the money from the partial funds available to run the GOI and there has not been enough money for the social programs to help the citizens of iraq. 

maliki is a greedy *** who never cared about the people, only about filling his pockets.  the people to him are like ants.

 By OPENING THE BUDGET it means that they have to have the money to cover the expenses of funding these social programs along with the running of the country. 

There is no way that can happen with the dinar worth only 1166.  since there is only approximately 33 trillion dinar in existence the only way to "open" the budget is to make the dinar worth an amount that will be able to pay for all the things that are in the budget, especially the programs for the people.  This cannot happen without an RV.

In the past no one cared about the people.  now you have the champions like Hakim, Sadr, Barzani etc. who only want their country to prosper which means the PEOPLE need to prosper.

 Thus, a budget is only as good as the money or funds available to make it work.  The only way for an iraqi budget to totally work is to RV the currency. 

The dinar HAS to be worth the amount to cover the expenses of the items contained in the budget administered by the minister of finance and the various other people in charge of the mini budgets of all of these programs, like construction, security, jobs, and on and on. 

It’s not rocket science to figure out what a rate would have to be to cover the items in the budget.

 RK was the first one (that i know of) who explained this in depth.  He is the one who has the correct figures but it comes out that it would take roughly $3.50 = 1 iqd for it to fly.

 Mally:     appreciate that break down but I have to say I still think the whole "open the budget" talk is just guru talk.  Iraq should collect over 100 billion in oil revenue alone so they can fund a budget of 100 trillion dinar.

 I dont understand the whole investment side and operational side of the budget but they at least open and use the operational side of the budget every year which is the biggest portion of the budget.

 RK's math never made any sense to me back then and it still doesnt.  He took the oil revenue which is in usd and multiplied it by what the dinar should come out at to get to the total needed to fund the budget.  
Makes no sense.  They arent revalueing the dollars collected to equal 3.45 dollars they are revaluing the dinar which they arent paid in when it comes to oil.  Anyways just my quick 2 cents as I have to run, cant type more now.

  So this afternoon the Kurdish block voted by themselves in secret ballot to choose a nominee that represents all Kurds as the nominee for president. Smart move by Jubouri.

The Kurds are now prepared and they can have the vote in parliament tomorrow assuring that the SOL's nominees will loose and the Kurdish nominee will get the PM job.

Parliament did not waste the time though because Jubouri went right to work on the budget setting up committees to make sure it is ready quickly. He became my hero today.

Realize he has only been in office since last Sunday and he is pushing everything along as fast as humanly possible given all the roadblocks Maliki and the SOL keep throwing at him.

It is my belief these committees are set to just ok the budget as it is my belief that the agreements and re-writing the budget between the coalition and the Kurds has already been done and they are just making sure they are crossing the T's and dotting the i's.

Jubouri has done something else that is not understood as of yet but somehow he has put a rider either in the budget or on the presidency vote that will assist in quickly get the budget done.

Of other note it appears Maliki has finally resigned per an article that came out late today that I have included at the bottom of this email. We are attempting to get verification from other sources but it looks to me as he finally is out of the picture.

 I'm sure he is not gone and will still attempt to influence the PM outcome as he has done all along on the other positions but he is not a candidate for PM if this article turns out to have legs.

We should know the answer by tomorrow as to its validity.

Things are going very well and it is even expected that the nominees for PM will be introduced tomorrow by the new President.

Jaafari and al-Maliki delivers a document waiving America announces the end of the stage

July 23, 2014   BAGHDAD - ((eighth day))

OK Thug, what is the process of removing the entire Federal Court? It's obvious they can be bought off by this latest circus stunt they just pulled. Here's Another Tlar Update ...

 

 

Short note to family and friends this morning 07/24 2014

Tlar Comment - a vote was taken in parliament and the Kurdish nominee, Faud Masum was elected to be President of Iraq. They are in the process now of electing his VP's, a Shia and a Sunni, and then by law he has 15 days to nominate the Prime Minister position.

In reality that should not take 15 days as the deal for Prime Minister is kind of like the deal was for the Presidency in the coalition. It is more likely he will nominate the PM position late today or tomorrow.

It is unknown yet as to whether that too will be cast as a secret ballot but if it is, it is almost assured going to go the same way. Jubouri is pushing this along very quickly.

No word yet as I write this whether Maliki has officially resigned. Also no word on the budget as of yet but I will put something out as soon as I see it. tlar

Guys we are starting to sound like the preacher in Pollyanna.  We need to concentrate on the glad things  Masoun (I will learn to spell it later) is a Kurd.  He won the secret ballot.  He is a non-sectarian.  He won the parliamentary vote.

 Kurds hate and distrust Maliki and his stand in cronies which includes Jaafari.  The coalition is working like a well oiled machine based on the vote that just happened. 

The US is just posturing meeting with all the PM potentials and has little influence.  This is truly being done by Iraqi's not Iran or the US. 

The coalition has the votes to control the outcome if they are careful and don't screw up  Its all good and just as we had hoped for.  Just relax.
 
It is coming out right and short of some unforeseen event like a bomb hitting the parliament while they are in session, this will be over soon. 

I personally think parliament will reconvene before August 5th but that is just a guess and I know it goes against logic seeing as how the parliament has officially adjourned until then.
