Erbil Says No Breakthrough in Energy, Budget Talks with Iraqi Team

ERBIL, Kurdistan Region - An Iraqi delegation that arrived in Erbil on Monday to resolve budget and energy disputes with the Kurdish government has returned to Baghdad without reaching any agreement.

“The Iraqi delegation had brought with them their suggestions and ideas about the issue of the budget and we gave them our own suggestions to take back to the Iraqi government,” Kurdistan President’s Chief of Staff Fuad Hussein told Rudaw.

The Iraqi team was headed by Qusay Suhail, deputy speaker of parliament, Fuaf Masoum, head of the Kurdistani bloc in Iraqi parliament and Adnan Janabi on behalf of Iraq’s Sunnis.

Hussein said that the delegation was in Erbil to discuss the issue of Kurdistan’s oil and gas exports and Erbil’s share of the federal budget.

Hussein, who met with the delegation, said that its members had met with Iraq’s deputy prime minister for energy affairs Hussein Shahristani and Oil Minister Abdelkarim al-Luaibi in Baghdad.

He maintained that the main point of discussion between the Iraqi delegation and Kurdish officials was Baghdad’s expectations of Kurdistan’s oil export capacity.

“In the meeting we told them to write in the budget law that Iraq can export 3.4 million barrels of oil per day, instead of writing Iraq can export 3.4 million barrels, 400,000 barrels of which must be exported by the Kurdistan Region,” said Hussein.

He added that “Kurdistan” should not be mentioned in the draft of the budget law and that “it should be written that Iraq would export that amount.”

The president’s chief of staff also said that the Kurdistan Regional Government (KRG) had asked the Iraqi delegation to “amend the penalties inserted in Iraq’s budget law against the Kurdistan Region so that the Kurds will vote for the 2014 budget in parliament which hasn’t been approved yet.”

Disagreements between Erbil and Baghdad over the autonomous region’s oil and gas exports reached their height recently when Baghdad cut off Kurdistan from the national budget.

The region sits on billions of barrels of oil and natural gas, and local authorities have invited foreign companies and laid pipelines to export oil to the world market. However, Baghdad demands a direct role in the exports, and pressures the Kurds to meet a daily goal of close to a half-million barrels a day.

ERBIL-Hewlêr, Kurdistan region 'Iraq',— The delegation of Iraqi Parliament, headed by vice president, Qusay al-Suhail has returned on Tuesday, from Baghdad to Erbil after a round of negotiations with the Kurdish side without achieving any positive results.

A political source said that “The delegation took proposals from the Iraqi government regarding the problems of the general budget, while the Kurdish side presented its proposals for the delegation to deliver them to the presidency of the Iraqi government.

The Iraqi delegation composed of al-Suhail as well as Chairman of Kurdistan Alliance, Fuad Masum, Adnan al-Janabi who represented Sunni parties in the parliament.

The delegation held a meeting with the Kurdish side, which was chaired by President of the Kurdistan’s Presidium, Fouad Hussein, Minister of Natural Resources in Kurdistan Regional Government, Ashti Hawrami, Minister of Planning, Ali Sindi and the Kurdistan government spokesman, Safeen Dizayee.

On proposals for the region to resolve the existing problems with Baghdad, the source said that Erbil demanded Baghdad for the budgetwww.Ekurd.net to include a general clause stipulating that Iraq can export three million and 400 000 barrels of oil per day, instead of the current paragraph, which states that Iraq issue the same amount but Kurdistan must export 400 000 barrels of oil per day, if not its share of the budget will be deducted. 

The source noted that Erbil asked not to refer to the name of Kurdistan Region in this paragraph, stressing that Iraq exported that amount only.

He added that the Kurdish delegation also called to cancel the punitive paragraphs in the budget against the region so that Kurds can vote on them.

The Baghdadi delegation left Erbil this morning.

WOW talking about foolishness these clowns need to work out their differences and stop being greedy and come to some kind of agreement - This is getting very old now - I wish that their was a law in place that states no one gets paid until they work out agreement. :butt-kicking:

Iraq and the Kurds need some kind of mediator to help them come to a agreement.... this is getting ridiculous!!!!  :rocking-chair:

The US has been there, articles two to three weeks ago saying so.  The problem is our administration isnt strong enough to tell them what to do, just encourage them to do so.  Maybe it cant look like the US is blatantly pulling the strings there.

wasn` it   last week  the  post  stated  that  maliki  will not  pass a budget  until  the elections ?   I  think  he  is  trying  to hold  this part up , and  gain some  of the  rim  support for  a  wild  re-election  bid  :angry:   { if  the new guy  wishes  he  can  bring  charges  against  maliki   for  causing  harm too the Iraq  situation }

i think we assume the HCL must be done to RV

it seems reasonable, but the oil proceed percentages don't really matter for an RV

they will be paid either in dollars or dinar....not really with Adam on this one...
