The CBI and the BSA made many proposals and recommendations on the CBI auction for control of the waste of public money and selling foreign currency and money laundering in it, which led practically to raise the value of the Iraqi dinar to previous levels. Not quite sure yet what to think about this one but I wonder if by "significant," they are referring to what we would see as a minuscule change that for us went unnoticed. At first glance it looks like the CBI the Board of Supreme Audit (the supreme audit institution of Iraq) made some adjustments regarding the CBI auction, implementing controls to limit waste and laundering thereby leading to a "practical" rise in the value.
