Maliki keeps the laws from being implemented. I think the article is saying the US is NOT please with the lack of laws being passed and/or implemented. That's bbecause he won't let them. M has his own agenda and the world is not part of it. It's his own little world and being king of baghdad. Have you see the military marching photos?
