10/07/2012

BAGHDAD / JD / .. announced that the parliamentary finance committee that the central bank has the powers of the replacement of a single currency without reference to the Council of Ministers. A member of the Finance Committee Haitham al-Jubouri in a statement to the Agency correspondent JD / Adnanar / the central bank has the powers of the currency exchange alone without reference to the cabinet that has the support of the Finance Committee under Law 56 for the Coalition Provisional Authority, which authorizes the Central Bank of the management of monetary policy in Iraq under the supervision of the Commission Finance. He added that the reluctance Jubouri cabinet comes in light of fears of the consequences of replacing the currency as there was a psychological barrier to the replacement of officials from the categories of cash and its impact on the economic situation in the country. He Jubouri: We have made the Central Bank of the Council of Ministers approached about the possibility and feasibility of the project and to disseminate the culture of currency exchange between officials before starting the project in order to avoid exposure to such obstacles and delay the project again. He explained that the Finance Committee has a full concept on the feasibility of the project and its usefulness, but it wants more coordination between the Council of Ministers and the Central Bank to ensure the smooth flow and the national project. / Finished / Mohammed Ahmed

You'll probably find he has a "get out of jail free card" hidden up his sleve otherwise he would be playing ball like everyone else .... interesting though ... after all the years of speculation about who exactly has the power / control to change the currency here we have it.... Why make this statement now .... is someone trying to exert pressure on shab's by letting the world know who the ring master really is.

Thanks K98

Shabs is in control of this. Can't imagine the pressure he's under with their economy faltering, IQD losing value, inflation.
The rate we see is not correct IMO and must be adjusted eventually,
Go Shabs!!

Maybe this is the first time that Shabs has really held all the cards. Or the first time he has known that he held all the cards. With so much pressure from the government to back off, the govenrment (or perhaps just Maliki) seemed to share some of the power over whether or not to follow through on the RV. I had believed that Shabibi and the government were sort of co-equal in some way, perhaps just in the timing of when to change the currency values, and this news may be telling us that this has recently changed. Or not. They are a strange people, and it's a strange country, and what once seemed to be true may never have been true at all.
