7-5-2012 Chapter 7: Iraq declares the end of Chapter VII resolutions and the survival of four paragraphs Kuwait. Foreign Minister Zebari said today that Iraq had ended all decisions of the Chapter VII and was left with only 3 or 4 paragraphs that belong to Kuwait. Zebari said during his conference at the Foreign Ministry "I expect at the end of this year out of Iraq, paragraph one of Chapter VII to keep the issue of border demarcation and 5 percent from sales of oil.” He stressed that the humanitarian issue between the will between the parties without the need to involve the United Nations. There are several conferences will be held in Iraq, including the writing of the Constitution of the Arab countries of the spring and another conference on the fight against terrorism because of the adoption of item-terrorism summit in the decisions of Baghdad. This is great and all, but unfortunately, the UN is the only one that can remove Iraq out of Chap. 7.

This is great and all, but unfortunately, the UN is the only one that can remove Iraq out of Chap. 7.



But that goes to a vote... and considering Kuwait is part of the UN (111th state of the UN, Snapple fact), they can downvote it, or even downright push for a veto... and seeing that Kuwait has significant pull in the region... Yeah... Ain't gonna happen 'til Iraq fulfills their obligations to Kuwait.

I remember a couple months ago Kuwait forgave a significant amount of Iraq's debt in return for their recognition of Kuwait's borders in accordance with UN resolutions. Kuwait has also made major investments into Iraq
and they are forming a mutually beneficial relationship. When Iraq fulfills all obligations and comes to a final agreement with Kuwait, then it's up to the UNSC. When the time comes, in accordance with the relevant provisions of the Charter of the United Nations, a decision from the Security Council will be made by an affirmative vote of the members of the Council including the concurring votes of the five permanent members. Of course this process could always be accelerated due to private negotiations between Iraq, Kuwait and the UN. It just as easily could be postponed indefinitely. While I do like the article, I'd have to agree we've heard this all before many times. So, all we can do is wait for action we can confirm and hope for the best.
