Yesterday Frank imparted to us that Shabibi spoke for two days in a row Monday and Tuesday. If he talked today, whoa, hold on to your hats. But unfortunately he did not come out today and speak again unfortunately. Would have been great to see him speak for 3 days in a row, but he didn’t.

Some thoughts after re-reading several articles from this week...

1) it is clear that Barzani has a grudge against Maliki. His motivations IMO are not to a unified Iraq but a separate state. Talibani is supportive of Maliki and the National Alliance is genuine in their desire to settle matters and "implement" them. I do NOT see Maliki being voted out. His defiance of the "15 day" deadline seems to say something. I believe he has a plan and the louder his detractors YELL, the more expectant I am to actually see the evidence....

2) I suspect that much of the news on the GOI is [largely] meant to draw our attention. Some of the articles are redundant at best and meaningless at worst. Even those with merit often contradict what I believe to be the truth at times. If we then re-direct our eyes towards the CBI, things can be made to L@@K like they are about to do something....big. For a few months now Dr S has been largely silent. It seems that he is currently taking centre stage in matters. Further, it seems that everywhere he goes, he has an entourage' of World Bank 'dignitaries' at his side....why is this? I doubt any of us can properly estimate what is happening at present that we have no clue to...

3) We went for most of 2011 with very little news on the CBI's project. In the past 6 months they have overwhelmed us with news. On this point, why is it that article affer article is released with the language easily understandable with little head scratching required but EVERYTIME they speak of matters related to the 'project' the language suddenly becomes difficult and at times nearly impossible to make sense of? If I were paranoid I would conclude this is done intentionally just to frustrate me... yes it is says Frank.

4) Things are being told to the citizens on TV that show immediacy and they TOLD US they would be doing this just prior to the RV.

5) The UN operation rate of exchange SDR for Iraq is yet to be updated for 2012. This is a huge break in pattern. The 2012 budget is not only NOT published but not even spoken of. This is beyond curious. Frank inserts that it’s not all that unusual for Iraq. Is it the AoP that is delaying this until the GOI grows up? Perhaps… Is there a deadline to meet? Don’t know. Is Maliki feeling pressure and fear of losing his power? Likely.

6) Chapter 7 seems likely to be lifted in June as it has....momentum. [Frank interjects that Chapter 7 can be lifted at any moment. They have already lifted the 3 zeros back in 3rd week of Jan.] Tariffs seems certain to be enforced by July 1st. [Frank inserts that only if they receive Chapter 7]. [Frank says they need to be seated and organized, grown up just the way the AoP wants them to be before they have control of a rate Shabibi holds on to a protects. Then you will see the tarrifs. Otherwise, they are pointless without Chapter 7; without the evidence of Chapter 7’s release. Entering article 8 which mandates they are to use only their own currency. Why do you think all of these nations are placing themselves into position to jump in to Iraq? They know that Iraq is about to walk into Article 8. This is huge for them as investors. This is why we saw the EU sign the contract with Iraq. The EU’s signature is huge. These are international companies with international business; about to deal with a non-international currency???] They are even holding symposiums on the subject now! Iraq is signing big contracts this week, most notably with the EU. They face [daily] many problems that will go "poof" affer the RV....

7) I expect to see the RV not later than the end of June. I will not be easily moved from this conviction. My biggest motivation from today forward will be L@@King for evidence that my current position is wrong. I will be attempting [with all my might] to prove my own opinion wrong. I hope I fail.....

Frank hopes Memphis fails as well. Frank leaves on June 1st to arrive to a place to set things up. God willing we will meet him there very soon. If it turns out that Frank must return to open the office, he will. Frank is prepared to return at a moment’s notice.

Understand, the lifting of the three zeros has qualified them for removing Chapter 7. The AoP doesn’t want to give it to them yet until they get the GOI in order. And that is what Maliki is working on right now. We believe we are going to be surprised next week with some news that Maliki is going to announce about ministers and Allawi’s position and Erbil and many different things.

In the interim it is wise to go about our daily lives as best we can.

Monday Shabibi comes out and he talks. That was a shock. We know what he said as Frank went over this Monday and Tues. night. But then yesterday, not his aid; but Shabibi comes out, the ball being volleyed back to the court side of the CBI; what did Shabibi say yesterday? Anyone remember? He asked the GOI for the report on the study of the lifting of the 3 zeros. Frank went crazy. This was great.

Did he get it? Frank looked for it; something from Shabibi that might have said thank you GOI but today Frank saw something close to it. The Financial Committee submitted a proposal to the CBI and to Shabibi. Really? What was this proposal? They wanted to take the 60 billion to stabilize the IQD. Shabibi says no way Jose. Shabibi says, they don’t need to. Don’t need to? No? Why? What? You think I would tell you that we lifted the three zeros and stabilized it already. What are you silly? Of course not.

Ask me another question. Ok. Why are you not going to take our proposal that we have in our report about the lifting of the three zeros to include 60 billion to stabilize the IQD Shabibi? Because I have already lifted the three zeros and took care of that issue. Don’t worry about it. I got this. Oh ok.

You see family; there is no way we are going to be told these things in the articles. It’s fifty-two pickup. This whole week will likely be chaos until about Monday. You see they should tell us on Sunday but they wait until Monday. It’s interesting. We should learn more Sunday or Monday about the report that Shabibi asked for back from the GOI to give. It seems to be some hint today that he received it. If it’s just a hint then we won’t be told anymore until later and will be disarray until that time.

You see tomorrow is Thursday; they will work. Friday they don’t do anything. Saturday, by the time they get up the day is gone. Sunday it takes so much caffeine to get motivated and they don’t seem to accomplish much on Sundays. So we don’t usually see things until Monday. That’s kind of their pattern says Frank. It’s rather crazy.

Memphis is on the call. He wishes to make clear that he is not precluding that we can’t, won’t or could not see this in May. In fact, we could very well see the RV occur this month, but no later than the end of June.

Memphis is excited about this article that came out from the Finance Committee. He feels with it coming out; he has enough material to have something worthwhile to say. He’s going to do a late night post on this meeting with the Financial Committee. The words he highlighted in orange; look at the time scale. They are not talking about September; they are not talking about 2013. Very good says Frank.

Frank says, some of you think it’s going to come later. But you see, in September is when they are going to introduce the 100 and 200 dinar notes. Why would they introduce new double zeros, when they are trying to get rid of double and triple zeros from your currency? By lifting the rate. They need the rate. July. Tarrifs. They need the rate! They talk about January 2013 to release all the other lower denominations; they had better introduce the rate and have removed all the three zeros form my hands before they introduce the lower denoms. Yes they can coexist for a short period of time; otherwise they will have severe inventory and accounting issues.

Frank says to Memphis that he wants for him to put Memphis’ voice and Frank’s trip and correlate them…as one.

Memphis says he hope’s Frank’s trip is interrupted. Frank says he hopes so too.

Frank says, the kind of things we are seeing right now, never happened in ’04, ’05, ’06, ’07, ’08…

Frank has studied what happened with Kuwait from ’91 – ’99. Frank didn’t know he could buy the Kuwaiti dinar. He thought it was illegal to buy it. The only reason some had it was because they were businessman or soldiers over there who found out about it. Frank says we didn’t have the right to buy it.

Why is it that the President of the US, Jr. who listened to the examples of Sr. during those years, but this time allowed US citizens to participate in this Marshal Plan? You learn from your successes and failures. From ’91 to ’99 we balanced our budget. And now we are how many trillions in deficit but yet our gov’t comes out and says we have a surplus of 58 billion???

Frank says, how many chess pieces have been moved on the chess board to make one say, wait, why did you make that move? None of your business; now make your move.

Edjin comes on the call and speculates on the movements of the dates of the tariff law enactment is moving around, yet moving around and coming closer to our time frame. Frank says, yes his Team has also been speculating on this but didn’t feel it enough to really speak on. But Team feels it is because Talibani is positioning a time for the National Conference and this is probably why we see the movement in the dates of the tariffs coming online. Both of these dates are hovering in the shadows currently and we won’t see them settle until Talibani announces the date. This is Frank’s Team’s opinion.

Frank you say the three zeros have been lifted. Yes. Then why don’t we see the RV. It’s because the AoP are not pleased with what they are seeing in the GOI. That’s why now that the GOI has been requested of CBI; give me the report I requested to approve the lifting of the three zeros. Are we in harmony? Are we in coordination? Are you going to do what that report says? You’re not going to overspend; you’re not going to steal from the budget. You’re not going to ask for more. You’re not going to use other currencies and on and on.

We’ve seen the budget but we haven’t seen the rate released that is in the budget.

The AoP is no longer pleased with their Parliament. They are not under the rule of the British monarchy. They can become a democracy.

I agree Luigi, The Kurds and the list know it too. I guarantee, Sadr if push comes to shove will not follow thru on a vote of no confidence against Maliki. Somehow or another, JMO, Allawi is Maliki's bane and he will stop at nothing to prevent a power sharing government with Allawi. I believe Maliki is ready to satisfy the Kurds, but Allawi is another story. For those that do not know Allawi, he can be a treacherous man. Who is Allawi
