Matthew 5:11-12 (NLT)

11 “God blesses you when people mock you and persecute you and lie about you and say all sorts of evil things against you because you are my followers. 12 Be happy about it! Be very glad! For a great reward awaits you in heaven. And remember, the ancient prophets were persecuted in the same way.

They say one thing in one paragraph and then something totaly different in the next. They know they need to be in the WTO, so why not let them to help with their economics. Who knows it might help get more things straightened out for them. I think if your trying to build a country, then give them the chance and give them what they need. If they have a problem with what is not being done, get Malikis butt out of there and put someone who will be a benefit to Iraq and its citizens. They need to just quit pushing everything aside or they will never be the country they are trying to achieve. To me it is simple, release them from chapter VII, let them enter the WTO, enact Erbil, and if they need to get another PM then do it already. It's time the Iraqi citizens have the chance to see how the changes will help them all, not just the government. I hope we never see the day that our money, as bad of shape it is in, be as worthless as what the Dinar is right now. The citizens of Iraq was promised a prosporous country when the war was over, but they are living just as bad or worse than they were pre-war. This is JUST MY OPINION folks.

Go to Wikipedia and look at how many countries are not full members of the WTO...Iraq is listed as an observer so is the Bahamas, and so are 28 others.

My take is that this Rep. is saying Iraq needs to join the WTO but flat out is not ready due to infighting and delaying the necessary projects. She is rebuking the GOI for screwing this up.
