He stressed that this comes within the framework of the attention he gives to all sectors and segments of society, especially those with special needs from the banking sector, and in order to overcome all the obstacles that prevent the provision of banking and financial services to them. He explained that these instructions included a set of principles and practices related to banking services provided to them and a set of principles and practices for the blind and hearing-impaired clients, allowing them to benefit from banking products and services by providing banks with banking mechanisms that achieve this without incurring any additional costs. The Central Bank said that these instructions oblige banks to identify at least one branch in each of the six governorates to provide banking services for people with special needs, in addition to the normal work of the branch. Each bank in this branch shall allocate at least one ATM system, And a Braille keyboard. The instructions also included that the bank concerned to train some of its sign language staff or to recruit language specialists in the designated branch in order to provide assistance and guarantee the right of equality for clients with special needs to other clients in managing their financial affairs and equal access to banking and credit facilities And other forms of financial services and facilitate the access of customers who use wheelchairs to ATMs and branches of banks. The Central Bank pointed out that the instructions considered that the statements of accounts and notices sent to the blind customers should be printed according to the Braille method and the use of modern and safe technological programs such as screen readers, electronic fingerprints and mobile programs. He said that this will help people with special needs to conduct banking transactions through these means and programs, taking into account security requirements in managing the account and informing clients with special needs about all rights, obligations, risks and special requirements before providing any banking services. He pointed out that he urged Kuwaiti banks to cooperate with institutions and institutions accredited by the General Authority for Disability Affairs and related public benefit associations to benefit from the services provided by these bodies to serve customers of banks with special needs in order to implement the instructions of the Central Bank in this regard.
