What does passing of the electoral law mean?

That's weird, how can they vote on Amnesty law on Tuesday if they have adjourned to Wednesdy. Doesn't make sense to me.

So it sounds like the HCL will come after the budget approval where as others are saying no budget approved until after HCL is approved. Very confusing.....

Maliki will only agree to things within the framework of the constitution, but the other parties want Erbil which is not in the constitution. This is going to just go round and round and round forever. The constitution needs to be changed, but won't be. Just my opinion, but I hope I am wrong.
