Shipping cost for the added bulk is the culprit...that's why I laugh when people say the bills with less zeros are the only good ones. Think about it, more bulk to ship is why they are worth more, not because they are going to be worth more. Also think of the lower bills and how they have fewer security measures...why would they keep the smaller bills with only 2-3 security features? The 25k and 10k notes have 5-6 security features while the lower current denominations only have 2-3 security features...some peoples imagination is out there.
